Richmark Deane, the Acting Sub-Lieutenant at the Barbados Defense Force (Reserves), is currently in the United States participating in the U.S. Department of State’s International Visitor Leadership Program (IVLP). He is taking part in an exchange focused on “Global Threat Cooperation” from September 28 to October 19.

Mr. Deane is also the Digital Forensic Lab Manager at the Regional Security System (RSS). The RSS’ collaborative work with the U.S. Embassy Regional Security Office (RSO) Overseas Criminal Investigations Program has led to arrests of persons engaged in cross border criminal activities.

During the IVLP program, he and participants from 47 other countries including, Belize, Brazil, and Canada, will gain a deeper understanding of the transnational
threat landscape and the role that global cooperation and partnerships serve to address them. Participants will also address key security issues including terrorism, threats to economic competitiveness, transnational organized crime, and energy security.

The IVLP is the Department of State’s premier professional exchange program which brings together emerging leaders in their respective professions to engage with U.S. counterparts and share best practices with program participants.
